Inhoud

This course presents frames and tools to understand, implement and transform heritage work in the 21st century.

In a first module, relevant global and European cultural heritage policy frames are presented.   This includes an exploration of the UNESCO frameworks (in particular the conventions of 1954, 1970, 1972, 2001, 2003, 2005, next to several recommendations and programs).  Special attention will be devoted to global and glocal ethics and agenda(s) for sustainable development and in particular the Mondiacult 2022 strategy. Next to intergovernmental frameworks, the role of INGOs will be explored. Also relevant heritage policy frames on the European level (Council of Europe, European Union, ...), like the Council of Europe's framework convention on the value of cultural heritage for society (Faro, 2005), will be discussed. Examining the implementation and impact of these frames on heritage policies and practices in the Low Countries (and vice versa) is foreseen.

In the second module, the students study relevant scholarly frameworks and tools dealing with the expanded heritage paradigm in the 21st century. Building on an introduction on precursors and older disciplines, the students will devote special attention to the paradigm and networks of “critical heritage studies”. Next to introducing the work of protagonists like Rodney Harrison and Laurajane Smith, the students explore recent debates in the International Journal for Heritage studies and other journals, in recent books and on several platforms.

In the third module, the students discuss and experiment with several tools and models used in or useful for contemporary heritage practice in the Low Countries.

Algemene competenties

  • At the end of this course, students should be able to describe the domains and the evolution of the semantic field of the concept of heritage in the 21st century.
  • At the end of this course, students should be able to explain the differences between (and the structure and purposes of the) heritage conventions of UNESCO and of the Council of Europe and to comment on the major challenges in implementing these policy instruments.
  • At the end of this course, students should be able to combine elements from global and/or European heritage conventions, charters and other frameworks (including the sustainable development goals of the UN Agenda 2030) to craft and defend an argument about a contemporary heritage issue, in “appropriate vocabulary”.
  • At the end of this course, students should be able to demonstrate that heritage practices include understanding and caring for heritage items, and engaging with people to address heritage challenges.
  • At the end of this course, students should be able to identify, explain and discuss the evolution, the core concepts and models, the networks of protagonists, the potential and challenges of the critical heritage studies paradigm in the 2010s and 2020s.
  • At the end of this course, students should be able to mobilize and use tools that are useful for heritage practices in the Low Countries.

  • Casestudy met een wegingsfactor 40 en aldus 40% van het totale eindcijfer.

The course is graded on 20 in an oral examination. There is a written assignment foreseen (see the instructions on Canvas), which will also be discussed during the oral examination.
